The short answer is because there is no subscription cost.

In order to keep from having a monthly or annual subscription fee with this device, we have arranged a contract with the wireless service provider that assumes that the device will be used very infrequently, at least when compared to the real time tracking units which can generate hundreds of tracking reports per hour. The upside is that there are no monthly or annual fees.

Tip: If you need a lot of credits, you can get a discount on the 100 credit bundle by purchasing two or more bundles at a time. It's not advertized on the website, but will save you a few $$$ down the road!
